how to emulate gba on psp? my psp version is 2.71. do i need to make it to 2.71 se? if yes, how to do so?

You have to downgrade to 1.50, or use Devhook and emulate 1.50 to play your GBA emulator. You cannot play it on 2.71. You cannot make it 2.71 SE unless you downgrade to 1.50 first.
