I have a Grand Theft Auto Vice City Stories ISO and others that don't work and they used to work. I have a UMD in the slot and No-UMD disabled, running 3.10 OE A and the ISO used to work and then it didn't. I was actually playing it that morning and then in the afternoon, I tried it and I got error code The game could not be started. (80020148)

I think I had the same problem there m8. Go in to where you found that your "No-UMD" is disabled and see if the "Free UMD Region" is enabled or not, if its disabled Enable it and try it again.. it worked for me
