I do not even see S-Video listed as one of the inputs. So i would say no.
Analog, DVI-D (digital) with HDCP (video inputs)
Usually a signal coming in for a TV is either coax. cable or by antenna. Not many monitors are going to have inputs for that since they are not made to be TV's

A TV tuner in your PC could of course solve that, or possible a converter box that can convert what you have coming in for TV, to DVI that woul go into the monitor side.

Plus unless you are getting a deal that monitor is more than a larger size LCD TV would be.

Here it says you can "you?ll be able to hook up most of your existing AV equipment, making the Dell a realistic option as a replacement TV in a small living room."

the dell spec sheet i read did not have any of that listed.
And you will want to check out your cable box, if it has component cable outputs, get those instead of S-Video as you will get a better picture.

But like i said, if you do not already own one, and want a TV you can get a bigger TV for less money then that monitor.
