devhook .51 wont load .cso.... ?

I run devhook v.51 to mirror 3.01FW.

I am trying to get a .CSO to load but every time I try to load any of the .ISO or .CSO files through devhook I get a "the game cannot load, the region code is incorrect" error.

In the UMD drive I have Spiderman2, which plays.

I have also loaded all of the .ISO's, i'm trying to load through devhook, they have been loaded in FW1.5 using a UMD Emulator.

Anyone know why I am getting this error?

do you have a movie umd in the drive ?
if you do it can be the problem,you must have a game or demos umd
