Fuzz and static on video overlay output

I'm out of ideas on what this might be. Any video I play with any application that uses video overlay has lines on it that have a sort of fuzz and static on them. It almost looks like something that's interlaced but with alot more noise to it. The strange part is it only does it at the 1680x1050 and 1600x900 resolutions. It's really horrible at the 1600x900 resolutions. Everything smooths out on any res lower than that.

I've updated my drivers to the latest and greatest and it still does it. I had installed a codec pack called Cole2k I got off of free-codecs.com. I recently switched to a DVI cable from a VGA using my Westinghouse 22" LCD on a 6600GT. Problem is I don't remember at what point it started doing this. Does anyone have any ideas on what it might be?
