Help With PSX/1 Backups

I?m new at these boards and I never have backed up a game before so I need some help. My first question is if I get a game off bittorrent, and it is a .rar file, how do I convert it to the correct type of file, which I think is .iso? Next after you convert it you need to burn it to a CD, I have CD-Rs is that ok, or do I need CD+Rs? And finally can I burn them with DVD Decrypter? If not what should I use?

I know that it might take a lot of time to answer these questions but to whoever does, thanks.
