When I turned on the computer, everything seemed to be going fine, however, there's no video output. The system seems to power up normally with the fans running, but nothing appears on the monitor.

The motherboard does not have an onboard video graphic card. I am using add on pci-e graphic card. I swapped in another pci-e video card but still get the same result, the light on the monitor keeps flashing and nothing shows up on the monitor.

I'm not sure if there really are no beep codes or if the speaker is faulty. The Intel D915PBL motherboard have a speaker mounted onto the board and I don't see anywhere to plug in another speaker and disable the onboard one.

Things I tried:
removing and reseating both the memory & video card many times
tried connecting the monitor using a vga & dvi source
swapped another pci-e graphic card
swapped another power supply
re-secure the heatsink
tried another monitor
