LAME MP3 Encoder Problems

How Do You Open LAME MP3 Encoder Everytime I click on the Icon I Get a message saying "You are attempting to open of file with the extension (.dll...... If you still want to open this file click Open With or cancel. I tried to find something to open the file but i couldn't. How can I open it.

It is my belief that the lame encoder program can not be used as a stand alone program,but needs to work through some other program.I have always seen it used as a plug-in for other programs.
