Need help with WiiCR

Hi guys, I'm having a little trouble with WiiCR. The instructions are a little unclear to me. So far, I've opened up enc_daemon.bat in the command prompt. Then, I used the XAMPP Control Panel to start up Apache. I'm lost after that. Can someone clarify these steps for me?

I've installed WiiCR in that same folder. How do I adjust to match and install?

Where do I click on the config icon? Is it in "http://localhost/wiicr" page? The page currently shows a bunch of codes.

Weird, it just started working today. I think I needed to restart the comp. Thanks for the help though.
