Action Replay codes with GCOS?

So for the past month I've been trying to get the Action Replay codes for Tales of Symphonia to work. I burned the 2 discs on a DVD using GCOS. Here are my stats-

-NTSC Wii with Wiikey
-Official (not burned) Action Replay v.1.08
-Burned Tales of Symphonia (2 discs on GCOS)

I boot up Action Replay and select the cheats that I want for the game. It then asks to put in Tales of Symphonia, so I put in the DVD. The GCOS menu pops up and I select the first disc. It loads but then when I play the codes are disabled.

Is there any way to fix this?
