You make it, obviously, if it's not there and you need it, then you need to make. And trying out yourself and having an extra folder wouldn't hurt your psp

It goes in the same place as the GAME folder.

Also, simple point but you have to have a customs firmware for the folder to have any effect.

If you have only the sony official firmware, then it wont help you.

Also, the format option in a custom firmware (at least 3.03OE-A => ) will create all needed folders on to the memory card.
