Two identicle gampads won't register as seperate ones!

I've got 2 usb gamepads that are the same make and bought from the same shop but when i try to use them as seperate pads like for multiplayer games the computer only recognises them as one. This makes both gamepads control one player! Is there any way to make the computer know they're seperate pads?
