First of all homebrew is plural. You don't say "a homebrew". If you just searched that at the top in that search bar you'd see a million threads saying you can't on 3.10+. You wont be for a long time either.

None of this general nastiness was needed. Nothign was achieved, nor was anything gained by all but one of the above posts. Remember what hopefully your mothers told you, if you have nothing nice to say, don't say anything at all. Yelling at newb's achieves nothing, general un-needed abuse achieves nothing. So say something constructive and at the very least polite, or just stay quiet.
@Coolken
This site will do the trick. Update to 3.40 OE then search the forums and google on how to install Homebrew and ISO's. It's simple.

Yes, all you have to do is the following:
1) Format your memory stick
2) Download your home brew (Make sure it is 1.5 home brew... later versions may work, I'm not sure.)
3) Connect your PSP
4) Place you two folder's (Should be named 'example' and 'example%') in the GAME150 folder
5) Restart your PSP and enter recovery console
6) Make sure you select 1.5 Kernel
7) Go into your psp Game>Memory Stick folder, and press 'x' on the game ye want.
Goodluck!

kernel is like the firmware, its the version you are using on your PSP... like Version... Kernel can only be 1.5 and the OE Firmware you have.
PSP (+[__]%): 2.80 < 1.50 > 3.40OE-A > 3.71M33-4 > 3.80m33-5 > 3.90m33-3 > 4.01m33-2 + 8gb MSPD
PS3 HD 60GB: 1.33 > 1.90 > 2.01 > 2.17 - NO OS
Nintendo DS [+[__]%]: EZ Flash 5 Plus + 1GB MicroSD + EZFlash 3in1
Nintendo Wii: 3.2U + 1GB SD Card + WiiKey 1.9s
