RSOD and other problems PS2v4 DMS4 SE lite

i installed a DMS4 SE lite chip into my v4 PS2. problems are occuring
1-Get Red screen of Death(insert PS2 Disc)when i try to boot anything from movies,and real PS2 and PSX games.
2- I dont get the modchip disabled screen when i press the [] button on start up.
3- im useing that one page guide.(its the best guide that i can find, the others are for general purpose and dont give proper help) anyway, I feel the power line is too long and request for someone to help me find a different place.

P.S. none of the pins on the bios chip are jumped. i checked each with a multimeter. these are the only problems i know of. any help is appreciated
