Those little pixels are either do to a bad screen or more likely a bad videocard. Well to answer wether or not that is a good videocard what are you planning to do? Gaming? Video Editing?

Well like I said those little pixels are most likely caused by a faulty videocard. And to answer your question of "a ATI Raedeon X550 256mb pci express, a good video card?" Well after checking newegg to scope out the specs for one of those cards I msut say that for any modern games FEAR, World of Warcraft, etc. That card will barely be able to keep up. Now since the videocard you posted is on the cheap side I will assume you are on a limited budget, so I recommend the nVidia 7600 GT/GS/GTS series. They are a 2nd Generation class card that should be fairly decent for gaming every once in a while on your PC. They can be found for $100 and lower.
