If you bought it in the USA then it more then likely is USA.

All you need to do is go to Wii settings and in the top right hand corner there will be a number with a letter. The number is the version # firmware your on and the letter tells you what region you are.

Examples:

2.2U = USA NTSC(U)

2.2E = Europe PAL

2.2J = Japan NTSC(J)

Keep in mind NTSC(U) and NTSC(J) are different regions so you can still brick your Wii by installing an NTSC(J) Region firmware onto an NTSC(U) Wii or vice-versa.

The safest way to play out of region games is keeping your Wii updated with the latest firmware update that Nintendo offers.

So if I have a NTSC-U Wii, and if I only played NTSC-U backups, I am 100% safe from a brick?

That is correct

But keeping your Wii updated with most recent firmware will also keep your Wii from being bricked no matter what region game disc you play.
