VGA to RCA/S-Video adapter won't work

I bought a VGA to RCA/S-Video adapter for around $6 in hope of watching movies from my laptop on my TV. When I use it the picture is just a series of black and grey lines. I've read that it is possible to make it work by adjusting the display options, however, I've also read they cannot be used for this purpose. I've messed around with the display options but no luck. Does anyone have a solid answer for this? Thanks folks.
