Ntsc backups on pal 360???

Is it possible to play NTSC backups on a PAL machine.I bet your sick of this question and having googled this issue its become evident that its not,if this is the case is it possible to patch the NTSC image so when burned will play in PAL machine?
Is there not some sort of import hack like on all other consoles that will enable imports to play on PAL?
And finally (i promise!) is there any difference in the overall game whether PAL or NTSC or are they just different regions? I ask this because (and now i show my age!) when i was ALOT younger i bought a us snes as the games were full screen and ran 17.5% faster.I realise that was along time ago and things are completely different now but ever since ive had this opinion that NTSC is better than PAL.
Is this true or is PAL and NTSC identical.
