Seriously, is it just me or does it seem like EVERYTIME i go to play a game something else is messed up with the psp..?

What do you mean?
If your settings in recovery menu keeps resetting themselves, your flash1 might be corrupted.
If you are on OE, you should only have to mess around the settings ONE time. Then it should be able to run everything right from boot up.
