Its not possible to change your nintendo DS theme or background picture, i got told you can but i still dont belive it for a second

Do you have a M3 simply or R4?

Not on the original DS menu, no.
But, as previously stated, the R4/M3 allow custom themes.

What is R4 and M3 (is that right) and whats diffrent with the DS if you have it, people have talked about R4 and M3 on forums for a while now and i have not 1 idea what it is ?????????????
ohh and if i dont have it, can i get it, is it like an update or do i have to buy a new DS

The DS Lite is a new DS, which is thinner and has 4 levels of screen brightness.
The M3 DS Simply is a slot one flashcard, that allows you to store your ds games all on one card.

The M3/R4 can hold up to 12 themes, to cycle through them press select, the image files should go under
_System_\THEMES\THEMEXX
The "XX" being 01-12.
The image file names:
Logo.bmp: Top screen image when the M3/R4 is turned on.
Icons.bmp: The bottom screen containing the "Games" "Multimedia" "Slot-2".
Bckgrd_1.bmp: The top screen during ROM selection.
Bckgrd_2.bmp: The bottom screen during ROM selection.

The R4 and M3 Simply Version, are a slot 1 (the Slot which u put nds games into) chip that allows u to download game roms off the internet, put music,videos, and movies into.
