IR Shell to Computer NEED HELP!

ok just got the ir shell 3.1 and i kneed to know how to hook up my psp to my computer via wifi. Iv tryed but it keeps telling me error cant conect to network host. so if some one can help that would bee cool. (step by step would help if u can)
