Burning Software Bit Rate Question??

Hello,
This question is in regards to burning software selection and selected bit rates inside these applications. When i use nero set on highest quality. Its bit rate is 9716 kbit/s. With convertxtodvd i find im getting around 4000 kbit/s to 5000. Can anyone tell me a program which can run at a higher bit rate then these two applications which will burn mpeg2 video files please ?
