In that case you should get a new cable or just a new modchip.

the problem is most likely becuase your TV doesn't support the PAL 50z frequency. You can either convert the game with PAL 2 NTSC tools or if you have a modchip such as the DMS4 PRO you can force PAL to NTSC with Toxic Bios.

How do I convert the game to ntsc and would it make any difference if the disc were on a cd or a dvd?

here is a guide on how to patch ntsc to pal
