What is the best business to own on gta vice city stories? Is it better to have a mix of high roller stuff or is robbery the best?

Well firstly High rollers always get you the highest amount of money for your paydays, And the option highlighted in blue, when you wanna develope your business ( i cant remember if its robbery or smuggling) is the best.

Robbery is the most expensive to build, does that mean that it makes the most money?

Is it better to have a mix or just have all robbery?
