Ok so i was softmodding screwed up my xbox and got error 21(who dos'nt) and i figured "Whatever, ill just get a boot disk and restore it." Only wen i did i accidently went to config magic and pressed "Unlock Harddrive," (Which i now know is bad) and got error 5. So i now have to figure out a way to lock it once more. My question is what do i do from here? And is there a way to re-lock it without taking out the HDD or using a modchip?

Leave config magic alone, it only ends in tears!
Ok, you are in a fortunate situation. Because you softmodded, you would of backed up your eeprom. Beacuase your drive is now unlocked, it means that we can access the eeprom via a PC.
Look at my hotswapping tutorials and get Explorer360 (It's not for Xbox 360, it's just the name!)
Whilst within windows, connect your Xbox HDD to the PC and refresh your hardware in Device Manager. Windows will detect your drive and it can be read like a hotswap in Explorer 360.
You will find your eeprom.bin in E:\UDATA\2xxxxxxxxxxx\00000000000\Backup
Copy that file to your PC HDD and then follow my "HDD Upgrade" Tutorial to get you back up and running again!
Any issues, post back in the appropriate thread!

Yes! But you can leave it in the Xbox, just unplug the IDE cable and connect the IDE from the PC...
Don't forget to give it power too!

I believe the best way to get it recognised is to have xboxhdm loaded at the first screen, then connect the HDD! Let it sit for a minute, then tell it to build the HDD, should find it fine!

Uhh I have never really messed with softmodding, so I cannot really help you out here.
That's cool though; you should be able to sort it out by connecting it to a computer.

I'm confused... if you formatted and reinstalled clean files, turn it on and see if it's fixed. If it's not and you have the eeprom, use my 'Upgrade HDD' tutorial!
