Can I remove or add widescreen bars on video?

I made this video that I put together from various clips from different movies, home videos, etc. 1 of the clips in the video is widescreen (with the black bars on top and bottom) and the rest is not. Is there a way to either remove the widescreen bars and make that one clip full screen, or at least add widescreen bars to the rest of the videos...so that my finished project will all match????

In the options choice TV type 4.3 or widescreen never used Nero for video but I?m sure I?ve seen that option
