You use a program called CWCheat. When in a game hold the "Select" button and enable the cheats it has listed for the game, exit CWCheat menu and go back to playing your game with cheats. This only works on firmwares that support plugins like custom firmwares.
It/I don't really know your IP. The graphic in my sig simply reads the data your computer sends out like your operating system and IP and shows it to you. You can get it from http://www.danasoft.com

PSP, all the way from 1.00 to 5.50 GEN D2 - DS Lite w/ M3DS Real (M3 Sakura v1.34)
PS3 3.01 - iPod Touch 2G 16GB Jailbroken - Xbox 360 60GB - PC, Q6600, 3GB DDR2, GTX260 (216) 896MB
Well your IP is what it says not 192.168.*.* etc. The 192.168 part is the "IP" your router assigns you, so that may be the cause of that problem. Your ISP may be wrong if your ISP rents broadband lines from another company, and if your browser is based off the engine of another browser then that would explain why it lists the wrong browser. For the most part it works but stuff like this^^come up occasionally.
