Someone explained what these ports mean, tcp listen port, udp listen port, i just upgraded to the 3.0 v. Upload speed is 30kb, my max dl speed is 600kb. Why is it now all of a sudden after downloading the file uploading at only 10kb.

If you just upgraded to the 3.0.2.0 version of Azureus Vuze, then it by default sets "Auto Speed".

This may be the reason.
Check under Tools/Options/Transfer (expand)/Auto Speed to make sure auto speed is disabled.
Untick both the "enable" boxes at the top and press save.

You may have to go to Tools/Options/Transfer to set you max upload and download speeds.
