Why can't I get my fast burning speed after rebooting?

Hi,Can anyone tell me why my dvd's do not burn as fast as they did after reinstalling the system?..I use the same software as i did before the reboot...I have a Dell Demension 400 xps...Im using Nero6 And dvd shrink...Is it a driver issue?...Ive went in and set the speeds for all of the software and pc to fastest...Ive even went to a smaller write speed to see if that will work..Nothing...I was burning discs just fine at about a 16x or more write speed before this happend...My dvd rom is {Nec dvd+rw ND-3530a}..Ive also done a firmware update to that driver...Should I get a new driver?..Can someone please help me?...
