i recently brought a new Laptop and im fairly pleases with it. But in the system tab in the control panel it tells me i have 766 Mb Ram, and i brought one with 1Gb Ram. It is saying that there is only 766 Mb Ram because of the gfx chip, which tells me it has 256Mb Ram of dedicated memory, so is this where the lost Ram has gone?

It's probably the video chip. It would help though if you put up your system specs, especially the name of the video chip.

right sorry my bad
its a samsung R40+
1.73Ghz pentium Dual core
a Radeon xpress 1250 gfx chip
766Mb Ram
and its windows Vista

Yes, the video is stealing your RAM. This is a common way to lower costs while maintaining decent performance.

The video RAM is dedicated, yes. In meaning it doesn't share the stolen RAM with the rest of the system. This takes space from your system memory even though it says dedicated.

A bit of a play on words but it's a very decent integrated chip.

If you are happy with it then have fun :P
