CogSwap Loader burning

I kno Im new at this stuff but I am trying to burn a cogswap loader disc but it won't work. I got the CD LOADER working but I burn the .cue file with alcohol 120% and use the slide tool to open the ps2 up after it says its a valid ps2 CD, then I press "X" and It just stays at the red star screen? I've tried burning like 10 copies using different programs... anyone kno what Im doing wrong? THANKS!
