Ok, im hoping to God you made a backup of your HDD, and EEprom. If you did, then go to the Softmod Menu, when you boot through Splinter Cell, and click Backup.
Your 21 should be gone. If you have your C drive on your computer, FTP on the Softmod Menu, and FTP the C drive over to your XBox.
EDIT: Fixed some spelling errors.

You can still boot a game, from what it seems you deleted the ms dash while virtual C was mounted. Do what corn stated.

Yikes! Why would you delete the C:\???
EvoX is on the E:\
If you can get the softmod to run, FTP back a clean dash (from my software page) to the C:\.
If it won't boot to Softmod menu, you'll have to use my XboxHDM Hotswap tutorial to get you running again!

The original Microsoft Dash!
If you replace that one with the clean version from my software page, all should be well!

In the root directory C:\ of the xbox. Load the exploit disc, ftp while its loaded and transfer the ms dash. Backup your eeprom first, before you do anything.

Error 16 is a MS Dash error code, the xbox is looking for the menu that sets the clock but does not find it; you can't boot anything.
You can fix it by doing a hotswap using xboxhdm 1.9, if you don't have your eeprom. http://forums.afterdawn.com/thread_view.cfm/548462
If you do have your eeprom, you don't need to hotswap. You can use xboxhdm but you will need to unlock the drive first. Upon loading xboxhdm type "3" and at the next screen that follows type: unlockhd -a
