On new computer, I've been getting same problem that when I start utorrent or bitlord, everything went slow, I even cant broswer internet. But it never happened with my old computer. So, Is there something I can change speed into "Balance"?

Well have you checked the obvious? How fast are you uploading? If you've got unlimited uploads you won't be able to browse the web.

Actually it doesnt matter at all, I tried to stop upload and downloading only. It still goes slow :(

It always go slow like, less than 20kb of downloading on new computer. My old computer was a excellent computer I ever got, it could go up to 200kb of download or upload.
