I have some DVDs I bought when traveling and it turns out they are Region 3 DVDs. I want to convert them form Region 3 to region 1 (or 0) so I can play them back on my DVD player at home.

I want to be able to retain all the menus features ect.. from the disc.

so what do I use to rip an ISO then convert the ISO to region then burn and play?

You can rip them with
DVDFab HD Decrypter

Run program, insert disk, select 'Main Movie' or 'Full Disk'

When they are burned, they will be all region (or region free).

Unless your standalone DVD player can handle PAL, then the files will have to be converted to NTSC (North America) - I doubt then that you can keep the menu.
My DVD player (DivX certified) plays PAL DVD's.

Burn dvd with 'ImgBurn'

Run ImgBurn
Click 'Mode' > 'Build'
Click 'Output' > 'Device'
Click 'File' > 'Browse for Folder', highlight on the 'VIDEO_TS' folder, > 'OK'
Set burning speed to 4x and click the green write button.

if it's an ISO imge to be burned, select 'Mode' > 'Write'

you can also rip them using dvd shrink and if you burn them using nero it will convert them from ntsc to pal( select NeroVision from the applications menu)

As best I can tell these are in NTSC. At least that is what the boxes say on them, they say NTSC and region 3.

I have DVD decrypter will that work to make them region 0 as well?

Burned DVD's have no region coding.
DVD Decrypter may have problems with newer protection schemes - it is no longer updated, but if it rips the DVD you will be ok.
