Not enough info.
What are you using, a bittorrent client (Azureus/uTorrent etc.) or a peer to peer (emule etc.)? Version?
Did you clear this through your software firewall?
What is the make and model of your router?
Who is your ISP (Internet Service Provider)?
Have you taken a speed test for your upload and download speeds? Results?

Is that in bytes "B" or bits "b"? 8bs(bits) = 1B(byte)
If it is bits then the 400kbs = 50kBs.

In uTorrent go to Options/Speed Guidethere is a link to speed test (if you need) and a pulldown menu of upload speeds in kilobits.
Choose the upload closest to your upload speed.
So if that 82 is kbs, then you could choose xx96k and
if the 82 is kBs, then you would choose xx640k.
This will auto set your uTorrent options to their optimal.

You can also check on the speedguide page to see if your port is clear through your router/firewall.
If it is, then with the speed guide adjustments, you are set up properly.
If not, the you can check the guide for uTorrent and your router at portforward. Portforwarding.com uTorrent & Routers.
