Try another port, the one you chose might be blocked.

Disable UPnP in utorrent. I see in another thread you have set a static ip address. Was that address obtained at ipconfig/all in Command Prompt or elsewhere, other sites may not show it correctly. You could try ports that other processes use like 480 or 1720.

Port Forward may not show it correctly, it doesn't for me. Go to Start>Run, type in cmd and select ok. Now in the black Command Prompt, type in ipconfig/all, hit enter and you'll see your ip address. See if that's correct.

Could be your ISP blocking you, try at a low usage time, 12:00 AM - 7-8:00 AM.

If you can, connect directly to your modem and see if there's still a problem. Also, in your Windows firewall, make sure your client is set as an exception. Some ISP's do block in certain areas only so that's still a possibility.

Go to start>control panel>windows firewall>exceptions and see if your client is there and checked. If not, add it

Is your friend connecting with the same modem. Know nothing of boosters, is there a firewall in it? If not, it must be your settings in your router and/or modem. Recheck your settings, it's not hard to type in a wrong address, for instance. Edit: doesn't look like that booster does.

If you still can't connect using just the modem, the problem lies there or with your ISP, I suspect the ISP specially if it's Cable. Don't know.

utorrent only uses 1 port. Use one over 10,000 that isn't the default. You can set it in utorrent at options>preferences>connection.
