Two options to try:
1) A firmware update

current version is QS12;
Recorder: <HP DVD Writer 640c> Version: QS12

Update to JS04, you can get it here http://forum.rpc1.org/dl_firmware.php?download_id=2034

Direct link is ftp://ftp.hp.com/pub/information_storage/software/JS04.exe

copy/paste it in your browser's address bar and go.

2) Try using different media like Sony or Verbatim disks.
Keep burning speed at 1/2 the rated speed of the media used and you should be ok.
