it would be hard to find a really free one, but I think SPAM is a pretty good one. It converts DVD and videos to mp4, wmv, flv, avi and mp3, so it is quite useful if you need to convert videos frequently
you can try DVD Decrypter to rip your dvds to vob first, then use windows media encoder to transfer it to wmv, this is the best i can think of, or if you want an easy solution, you can try some shareware.
