For some reson the VOB is not coming up as a filter choice in the Virtual Dub filter list can someone help me?

VirtualDub saves files in AVI format.
It does not convert/save to mpeg (vob).

I'm not sure what it is you want to do.
If you want to edit an avi file in Virtualdub, follow the guide below.

If you want to convert an AVI file to VOB (that is into a DVD compliant file structure that can be burned to disk)use this link.

I'm trying to add subtitles to an avi using the VOB, theirs a guide that says that u can use the VOB as a filter with Virtual Dub

You mean 'VOBSub'?
When you install/setup VOBSub, expand 'Plugins' to select "Vobsub for VirtualDub" and "TextSub for VirtualDub".
You then show VOBSub the folder where VirtualDub is located.
When you now run VDub and select 'Filters', the choice becomes available.
