Yes, i've played it once or twice on the PSP, not bad.
1) You'll need custom firmware.
2) You'll need to get gpSP (Try QJ) and get the file gba_bios.bin, you can get that from filefront.
3) Place the gpSP and gpSP% folders into ms0:/PSP/GAME150/
4) Place the gba_bios.bin into the gpSP folder, along with either the .rar or .gba file of Pokemon Shiny Gold.
5) Go to the game menu on your PSP and load up gpSP, choose Shiny Gold and play it :)
PSP, all the way from 1.00 to 5.50 GEN D2 - DS Lite w/ M3DS Real (M3 Sakura v1.34)
PS3 3.01 - iPod Touch 2G 16GB Jailbroken - Xbox 360 60GB - PC, Q6600, 3GB DDR2, GTX260 (216) 896MB |

i alrady have gpsp
but there isnt a shiny gold rom
there is the ips thing and u have to use another pokemon rom but im not sure how to get it to work

Oh... i've got a rom for Shiny Gold, if you want i'll find it and upload it in a bit.

I just looked into that error code and it usually only shows up with people on official firmware (OFW), so, am i right in saying that you're trying to run this on an OFW PSP? If so, what version?
Any HomeBrew (what gpSP is) cannot run on OFW - you'll need to downgrade your PSP and install custom firmware (CFW) before you can run it.

You'll have to get a Pandora Battery to downgrade it, and then install CFW, i'd suggest 3.71 M33-4 with 1.50 kernel. There's no other way.
