Grabbing picture off DVD - pls help

Apologies - if I am in the wrong Forium. My niece made a DVD of puctures with audio - the DVD contains - the IFO, BUP and VOB files.
I want to grab one of the photos and save it as a GIF or JPEG -
Is that possible?
I have IFOedit - but no avail.

Use VLC.
Drag the slider, pause, snapshot.

Or use the default key,: Ctrl-Alt-s
Default save:My Documents\My Pictures\
To change it, go to Preferences -> Interface -> Hotkeys settings, check Advanced options, and set Take video snapshot.
