How can I decrease the bitrate of an MP3 to put more songs on my phone?

I would like the decrease the bitrate of some of my songs to fit more onto my phone. Quality isn't too much of an issue. A freeware program would be great. Thanks!

The GodFather can change bitrates. Uses LAME and is free.
