if you right click on the utorrent icon in the bottom right hand of your screen and you see download speed set it to maxium and thain set you upload speed to 10 and you should be fine also if you get on a site that is a private tracker you will have to have your port foward for a better conection with the sites tracker, good luck!

Are you confusing kilobits (kbs) and kilobytes (kBs)? 8kbs = 1kBs. See Data Units.
ISPs (Internet Service Providers advertise in kilobits and uTorrent (and other bittorrent clients) shows speeds in kilobytes.

So oollpp your 31kBs speed in your bittorrent client is 248kbs and is very near your ISP's speed of 256kbs.

Marioboy
Your 56kbs connection is 7kBs in uTorrent. What speeds are you getting?
Also your upload shouold not be set to 10kBs as this is 80kbs and will slow your downloads because your upload is maxed out.
Upload speed in uTorrent should be set at 80% of your overall upload speed.
In uTorrent, you can go to Options/Speed Guide and there is a pulldown menu where you can choose your upload speed and uTorret will automatically adjust your settings to their optimal.
