Out of the two that you sent, you would recommend the 3850. In that, do you know what the clock speeds are and does it match up with the 8800s? Both the cards are a little over my budget since I am also planning to get a quad core w/ mobo so for now I might just get the quad/mobo and use the 6800GT that I have. Do you see a price drop anytime on these cards?

The HD3850 has only just come out, so that looks doubtful, as for the 8600 possibly, since it's not really a very good value card any more.
If you're a gamer you won't need a quad core CPU, so if you're tight on funds, get a good dual core like an E6750 and a proper GPU. You could probably save on your motherboard choice too.

I'm not a high end gamer, more video editing. That's why I want to get a quad. How does the ATI 3850 rack to the 8800GT?

Not that well, it's more on a par with the earlier 8800GTS. The card that matches the 8800GT is the HD3870. The 3850 is still a powerful card though, and can run pretty much anything maxed at 1280x1024.

Thats good enough for me. Atleast it has 512 RAM. I just like ATI's because I feel they have a lot of power and potential, this is because I have a ATI 9800 with 128MB DDR RAM which runs games like Flatout 2 (fast framerate racing games) NFSU2, NFSMW at max at 1280x1024 on a Celeron D 2.93 GHz. I have problems running games such as Bioshock on a 3.6 GHz P4 HT with a Nvidia 6800 GT.

The 9800 was one of the best graphics cards ever made from that point of view, it lasted ages before it became obsolete. The 3870 may not exactly be a king in that field, but it offers the highest image quality in its class, and has all the futureproof features (conspicuously absent on all current nvidia cards).

I still love my 9800, I just ran Guitar Hero 3 on it with the 2.93 GHz Celeron D Processor and Guitar Hero, from the graphics point, ran excellently, it only constantly maxed out my processor at 100% which made me lose :(
Then switched over to the Core2 laptop which has a 2GHz processor with a X1400 and it ran fine without lag and I was able to beat a level but I had to turn down the grahics all the way. If I was to upgrade my Celeron D processor to say a Pentium D 925 (new mobo that can't o'clock from friend. Gigabyte board i think) with 1GB DDR RAM and the same video card, how would that run? How would you rate the 9800 PRO to the 6800GT? (And yes, its a 9800 PRO, I just checked.)

Pretty much any game will max a single core CPU to 100% usage.
As for the performance, I'm not sure. A 6800GT is more than twice as fast as a 9800 Pro, so it should provide a performance boost. A D925 though? Unless it's free, I wouldn't bother, it's essentially a dual core version of the CPU you have now. Unless Guitar Hero 3's multi-threaded, you probably won't see much of a difference.

Now, To save money I can also go with Dual 6800 GT's. Does the second card I buy have to be the same exact one as the original or can it be a different one? Finding a 6800 GT (Dell OEM Version) is going to be hard. and would that create a good performance boost?

SLi doesn't really boost the performance, rather get a powerful high-end card, like the HD3870 or the 8800GTS 512MB, only if you can afford it.

Yea, I figured I'd do that since another 6800 GTO is about $150 on Ebay. I'll let you know what I end up getting. On other thoughts, what is a good motherboard that supports the Core2Quad Q6600? Is this good:

As long as it overclocks really nicely, I am fine. I am planning to push the quad to a 3.3-3.4 GHz. I have done this before on a Asus P5k-e for a friend so I know it is possible. Are there any cheaper good boards? Both mentioned above are over my budget.
