Yes, that was the universal code. And no it isn't completely true. I've tried it with more than 26 games (doesn't sound like much but they're still good odds) and each of them worked fine, including brand new ones. It should work with supernova unless there's some sort of restriction on it, such as in SOCOM 2/3 and Toca RD 2/3 as stated in the front page of this post. Though I doubt it does since the games stated above are probably 90% of the ones that won't work, but then again they don't work with any code at all.

Yes you can use WinDIP but you need to use a PAL code because the region isn't converted, just the screen. The actual servers are still PAL.

Well we need to consider a few things.
1. Is your NTSC PS2 a v7 or lower.
http://www.mod-chip.com/en/ps2version.htm
Check there to identify if you're unsure.
If so, then you have to change your PS2's id, which I'll explain after I know you can.
If it is v8 or above there's unfortunately no way to play the PAL game on an NTSC machine. Don't ask why, it just doesn't work on v8+ PS2's such as mine.

if i have over v7, did you mean i cant play the game or i cant play the game online?
i guess it looks like i have a v9 so how would i be able to change the id?

but should'nt this game work because the format is changed to a ntsc and i tried a pal game that didnt work on 2 of my tvs but it worked on another tv which was suitable for pal and ntsc formats??

You do realize that not every game has a dnas id right? And ar max is one of those games. At least it seems so. Someone please correct me if Im wrong though.
