Non-unicode language settings for multiple accounts - help needed!

I have English OS installed, but I sometimes need to read Korean characters. If I change the non-unicode settings to Korean in 'Regional and Language Options' I need to restart. Also, this has the effect of running some games and installers in Korean.
Is it possible in either XP or Vista, to have 2 seperate user accounts, each with different non-unicode settings? I want to simply switch user accounts rather than having to restart every time.
I've tried but I can't figure it out.
