You can do that, but is you want to put 3 DVDs onto one, I would suggest you use a dual layer disc. Even if you put only 2, I don't know about the quality, as it would have to be shrunk to fit onto a regular DVD.

First you merge the individual VOB files from one DVD into one big VOB. You do that with both(all 3 DVDs). You will then have 2(3) big VOB files that you can load into DVD Flick(free), or Nero Vision ,or ConvertxtoDVD and make a DVD with menus for each movie.
To join the VOB files I find it very easy to do with DVD Shrink.

For merging DVD Shrink works very good., and it takes a couple of minutes per DVD.

Open Shrink, load your movie, go to "EDIT"->"PREFERENCES"->"OUTPUT FILES" and un-check "Split VOB files into 1GB size chunks". This will make your DVD with one single VOB.

The programs that I mentioned for creating the menus and the compiled DVD(DVD Flick, ConvertxtoDVD) will take the VOB files without merging first. However, I think that if you first merge them the transition will be as smooth as it gets, otherwise, you will notice flickering where the VOBs were joined by the converting programs.
