I have a FIOS internet.
I have a windows XP machine that I am using a crossover cable to share the internet connection with.
The second machine is running windows 98.
I have everything setup, the connection shows (on both computers) as connected.
The internet works on the XP machine but not the 98 machine.
I CAN ping www.google.com in start-->run-->command but if I open firefox, I get no websites.

Any ideas?

Do you have a modem/router or just the modem? If you do have a router, just plug the cable from there.
