so ive been dling torrents for a while with no problem, my speeds are amazing... now my dad puts in norton internet secuirt, which is a system hog and my speeds are slower than ever.

what can i do ?

Set your client as an exception in the firewall.

i did for windows firewall.. do i have to do it for norton also?

Norton Internet Security includes a firewall and anti-virus.
It is most likely that during installation Norton disables the Windows firewall and activates its own firewall.

Assuming you are using Windows, you can go the Start/Control Panel/Security Center and it should advise which Firewall is active.
You can also check the link there to make sure the Windows firewall is disabled.

I don't know what version you have, but there is a guide at portforward.com for Norton Internet Security 2007.
