I really like this game, it is a .exe file and such but it seems perfect for the psp. Is there anyway I can run this type of file on my psp? and most likely if not does anyone know of a psp version?

that means that you need to ewnable flash player goto settings system settings enable flash player but you need the internet to do this but i was just looking around in recovery mode and i saw something to do with enabling flash player

Yes, the recovery menu has the option to enable flash and wma without the use of an internet connection.
